Dr. Milligan, originally from Erie, PA, earned his Bachelor's in Spanish and Chemistry from the University of Utah, followed by his MD from George Washington University School of Medicine. He completed his internship and residency at UCLA and is board-certified in Emergency Medicine and Clinical Informatics. With a passion for the intersection of technology and healthcare, he has served as Chief Information Officer for multiple institutions, successfully implementing AI to enhance clinical care.

Dr. Milligan values each patient interaction as an opportunity for connection, education, and shared decision-making. He and his wife, Jennifer, have four children and are active in their community.
